The Study, Design and Supervision Works Enterprise has played a vital role in formulating practical development strategies, preparing reliable designs, and overseeing the implementation of major infrastructure projects. These include irrigation systems, dams, rural roads, public service buildings, and other essential works. Our contribution is rooted in the vision of achieving sustainable development that the people of our region rightfully deserve.
We firmly believe that research-based studies, well-engineered designs, and consistent supervision are the keys to lasting progress. That is why our Enterprise is committed to enhancing service quality by embracing modern technologies and aligning with national development priorities and global frameworks such as the Sustainable Development Goals (SDGs).

About The SRS. SDSWE
Somali Regional State Study, Design and Supervision Works Enterprise (SRSSDSWE) is a consultancy firm established to undertake studies and designs of various scales (from small to mega projects) in areas such as water resources, irrigation, water supply and sanitation, land use planning and environment, road and building projects. Recognizing the necessity of having an autonomous enterprise dedicated to these essential services, the Somali Regional Government founded the Enterprise as a public institution in 2006 E.C. in Jigjiga. This establishment was carried out through the regional council in accordance with Article 49(3, A) of the revised Constitution of the Somali Regional State and Proclamation No. 148/2006. The motivation behind establishing the Enterprise was to support the region’s broader development efforts, including ensuring food security, expanding access to potable water, and promoting socio-economic growth through the effective use of land, water resources, and skilled manpower. Since its inception, the Enterprise has undergone continual improvements in its operations, despite facing various challenges. It has consistently enhanced its services in alignment with its mission, vision, and core values, as defined in its strategic plan. The consultancy services provided by the Enterprise encompass a wide range of sectors including Dam Construction; Irrigation and Drainage; Water Supply, Sewerage, And Sanitation; Roads and Buildings; Agronomy, Livestock, And Rangeland Development; Socio-Economic Studies; Land Use Planning and Watershed Management; Forestry and Soil-Water Conservation; Urban Planning and Maintenance; Project Management; Surveying and Drafting; As Well As Environmental Impact Assessments.
Mission
The Enterprise is determined to carry out all projects and tasks professionally, maintaining highest standards of quality and within the agreed timeframe. SDSWE is a specialized enterprise for carrying out professional study, design and supervision works in the area of dam construction, irrigation, drainage, water supply, sewerage, sanitation, roads, building, agronomy, livestock, rangeland, socio economy, land use planning, watershed management, forestry, soil water conservation, urban planning and maintenance, and environmental impact assessment study.

Mandate
Mandate is critical and can change the whole strategic plan of an organization. The guiding principle in developing the organizational structure is to ensure that it is fully aligned with the overall mandate and strategy of the Enterprise. Therefore, before embarking on the designing/re-designing of an organizational structure, it is important to review the organization’s mandate and strategy. The mandate of an organization is usually codified in laws, regulations, decrees, or characters. There might also be informal mandates that an organization must fulfill in the form of expectations of high-level authorities and other stakeholders. The mandate of an organization can be influenced by socio-economic and political motives in a country. Therefore, it should be revised and updated to fit into the prevailing conditions. The current Somali Regional State Study, Design and Supervision Works Enterprise strategic plan process may force to drop mandates that no longer apply in achieving the set objectives, and add new mandates that need to be in place. The Enterprise was established under the Regional Government Proclamation No. 148/2006 in the year 2006 E.C. The Enterprise shall, primarily, engage in activities of water resource, irrigation, water supply and sanitation, road and building projects and in particular shall include the following:
- Conduct studies pertaining to hydraulics, dams, irrigations, water supply, industry, sewerage disposal, roads, buildings and basin development master plans.
- Take part in tenders and bids publicized locally, national and at international level.
- Carry out survey and designs and specifications regarding hydraulics, small hydropower, geotechnical dam and irrigation structure, medium flood control, water supply, sewerage disposal, road, buildings and other related works.
- Render consultant services regarding studies and design evaluation of contracts concerning water works, roads, bridge and construction works
- Render services regarding studies and design evaluation concerning water works, roads, bridges and construction work as well as laboratory services of water, soil and building.
- Provide services regarding the preparation of bid and contract documents and selection of contractors concerning construction works.
- Issue sells and pledge bonds.
- Participate in the shares company market.
- Import materials and machineries related to the activities of the enterprise as pre the investment incentives.
- Enter into agreements, own property and may sue and be sued.
- Engage in other related activities necessary for the attainment of its purpose.
As per the set objectives of Somali Regional State Study, Design and Supervision Works Enterprise, it does not engage directly to the work of (rural land use planning, urban planning, land use and environmental impact assessment). Those functions are not directly related to construction design and supervision work events. Alternatively, SRSSDSWE has got an opportunity to participate in the areas of rural land use planning as well as in environmental impact assessment engagements. From the above analysis, the Enterprise shall not be involved directly on diversified projects that are not openly component of construction study, design and supervision related events. Therefore, the key business activities that are designated above need to be verified and supported by Proclamation or Directive to the objectives of the Enterprise since these specific business units could be described in the Strategic Plan as some of the business activities of the Enterprise.
Core Mandate Activities
SRS.SDSWE conducts in-depth studies and prepares designs related to water works, roads, buildings, and basin development.
Tender Participation & Documentation
The Enterprise participates in the tender process, preparing bid documents, supporting contractor selection, and evaluating contracts for water, road, and building projects.
Consultancy & Testing Services
SRS.SDSWE provides consultancy services, technical advice, and laboratory testing for water quality, soil analysis, and construction materials.
Financial & Legal Operations
The Enterprise is authorized to issue bonds, participate in the share market, and enter into legal agreements.
Core Mandate Activities
The Enterprise engages in related activities that enhance its operations and service delivery to achieve its goals.
Scope Limitations & Strategic Focus
SRS.SDSWE does not engage in land use planning or environmental impact assessments but can collaborate on such efforts if closely related to its infrastructure projects.
